Job Summary :   The Director of Human Resources is responsible for overseeing and providing strategic direction for all human resources activities at the college .  The position provides strategic and operational leadership to college constituents in hu man resources planning, policy creation and implementation, problem resolution, and systems development. The Director p lans and implements strategic initiatives , ensuring maximum efficiency, cost-effectiveness, and compliance with all applicable laws, regulations and policies . The position further e nsures that Human Resources (HR) programs and initiatives are consistently applied and are integrated and effective in supporting the College’s overall mission, goals , and objectives. The Director of Human Resources s erves as a member of the leadership team and may serve on multiple c ollege planning and policy-making committees.   Essential Functions and Responsibilities :   Supports and, where appropriate, leads change management in alignment with the college’s strategic plan.   Coordinates employee development, including on-boarding and training programs, aimed at influencing organizational culture.    Participates in executive planning and decision making for HR and various institutional programs , while provid ing broad administrative leadership and coordination to the c ollege and senior executives as designated by the Vice President for Finance & Administration.   Provides strategic guidance and consultation to college constituents regarding Human Resources best practices, policy interpretation, problem resolution, and compliance with college regulations and state and federal law.   Provide s leadership on the development and implementation of sustainable compensation models and benefits programs, balancing prudency while continuing to offer competitive compensation packages to attract and retain top talent.   Ensures that HR related services - including hiring, compensation, discipline, grievance resolution, etc. - to internal stakeholders are effective, cohesive, and consistent with the needs and objectives of the various departments, as well as the institution as a whole.   Provides direction and oversight in the development and implementation of employee relations strategies and programs designed to minimize and mediate workplace disputes, and to foster a positive and productive work environment.   Provides strategic direction and expert consultation to departments , ensuring compliance and consistency in the application of HR practices .     Offers on-going training and guidance to programs and department s , and assist s in aligning departmental HR needs with c ollege guidelines.   Designs, evaluates, maintains, and implements organizational programs, services, initiatives and procedures to streamline and/or automate processes, improve customer service, optimize HR services, and improve data management.   Monitors and evaluates operational effectiveness of programs; develops reporting procedures and other methods to establish program accountability; revises processes and procedures to reflect best practices and to improve program effectiveness.   Establish es and monitors various metrics related to HR best practices .   Anticipates, establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures.   Supervises HR staff; establishes standards, evaluates performance, and monitors workload and productivity.   Ensures that the development and execution of policies governing Human Resources practices comply with all local, state, and federal regulations.   Serve s as Trustee for Colorado Higher Education Insurance Benefits Alliance Trust, the faculty and professional staff benefit system.  Requires bi-monthly travel.   Manages operating budgets, systems, and procedures for the unit(s) of oversight.   Oversees the Equal Opportunity Coordinator.   Performs miscellaneous job-related duties as assigned.   Required Education , Specialized Skills and Experience:   A baccalaureate degree plus 5 years of progressively responsible management experience, preferably in a higher education human resources environment .   Certification as a Professional in Human Resources ( PHR ) , and/or Society for Human Resources Management Certified Professional (SHRM-CP) designation .   Demonstrated knowledge of employment law and human resource information systems.   Demonstrated e xpertise across HR functional areas .   Supervisory experience with proven ability to provide strong leadership.   Demonstrated commitment to diversity and inclusion .   Proficiency in Microsoft Office suite and HRIS database experience.   Preferred Education , Specialized Skills and Experience:   A Master’s Degree in Human Resources or a related field, or a Law Degree.    Ten years of progressively responsible management experience.   Senior Professional in Human Resources ( SPHR ) and/ or SHRM Senior Certified Professional ( SHRM-SCP ) certification.   Demonstrated professionalism in written and oral communications.   Experience working with faculty, exempt staff, classified staff and student employees.   Reports To / Supervisory Responsibility:   Reports to Vice President of Finance & Administration / Supervises HR staff   Work Environment:   The work environment characteristics described here are representative of those that an employee can expect while performing the essential functions of this job.
