The incumbent serves as a Procurement Analyst in the Library Collections and Services Group (LCSG), Financial Management Directorate (FMD), Contracts Team and reports directly to the Assistant Chief, FMD.
The incumbent is responsible for duties in contracts and procurement activities for LCSG mission accomplishment. Duties include participation in acquisition planning and analysis, procedural review, preparation of pre-award documentation; contract administration; work with LCSG Contracting Officer Representatives (CORs) and Subject Matter Experts (SMEs) in contract administrative functions; and liaison with the Contracts and Grants Management Directorate (CGD) in contract award and administration.
As assigned, performs research of Library and Federal Acquisition (FAR) regulations and policies and document results. May provide advice or recommendations in less complex actions such as small purchases or simplified acquisitions in compliance with Federal Acquisition and Contracting policies and procedures. Develops routine material to support annual and multi-year resource plans.
Performs phases of pre-award processing such as market research and research of historical data on contractor performance; and prepares standard cost analyses and reports. Drafts less complex pre-award documents such as statements of work and cost estimates. May review documents for accuracy, adequacy, and funding.
Serves as liaison between LCSG CORs, CGD and other Library stakeholders in procurement and requisition processing and routine contract administration, tracking actions and workflow and informing FMD and LCSG management of progress or issues.
Monitors performance of routine contracts, as COR or working with other CORs in LCSG; monitors financial status and recommends approval of payments; reports potential issues to higher graded staff. Explains standard and recurring contract provisions, basic policies, and Library and Federal regulations to LCSG CORs, staff, management, contractors or vendors.
Monitors and tracks the LCSG COR training program for CORs, SMEs, and other technical experts involved in contract administration. Ensures that required training and certifications are current and legally compliant.
Implements procedures to ensure that COR and other contract files are current and complete. Upon COR transfer, facilitates transfer of knowledge and records to the incoming COR. Implements analysis tools, aides, and benchmarks for use by CORs in contract management.
Performs contract closeout, ensuring complete documentation and records in compliance with relevant rules and regulations. Maintains COR and other procurement and contract files; ensures that records are timely, accurate and complete and comply with Federal and Library regulations.
Research assigned law, regulation, and reports results to higher level staff. Maintains current knowledge of changes and innovations in government contracting, Federal regulations, and Library policy and regulations.
Reviews and analyzes LCSG daily data reports for accuracy, compiling, organizing, interpreting, and identifying any issues or problems with acquisition plans. Supports LCSG acquisitions portfolio reporting and analysis, including preparation of acquisitions portfolio reports and review of performance metrics. As assigned, participates in LCSG acquisitions portfolio review meetings, Library working groups and specialized study groups and documents assignments and results. Prepares drafts of updates to internal policies and prepares other written materials as assigned.
Maintains and reports data on contract and procurement activities, assesses assigned phases of the acquisition planning and implementation cycle and identifies improvements in process efficiency, workflow, or similar areas.
