The Chief Financial Officer (CFO) is responsible for leadership, management, and oversight of the Financial Services operations of the College. The CFO directly supervises the business-related functions of the College and also staffs the Board of Trustees’ Investment Advisory Committee. The CFO enables and supports other administrators and department heads, helping them determine how to accomplish their objectives thereby providing a foundation for organizational success. This position provides collaborative financial management leadership for the College; safeguards the College’s short and long-term fiscal health; oversees the finance practices of the College; and ensures that the budget is linked to and supports the College’s strategic plans.
Essential Functions and Responsibilities:
- Supervises the College’s Financial Services operations, including the Budget Office, Controller’s Office, and Procurement & Contracts.
- Supports the financial well-being of the College by engaging in forecasting, strategic analysis, budget management, monitoring appropriate cash balances, exercising oversight over college budgets, and safeguarding all financial assets of the institution.
- Helps to achieve the goals and objectives of the College by overseeing the preparation of the internal budget using financial modeling to project future revenue and expenditures.
- Ensures alignment with the institutional mission of the College by working with the Budget Office in developing and reviewing departmental budgets and designing systems of effective controls to guide work toward expected outcomes, including evaluating progress towards success.
- Provides oversight of the Controller’s Office and ensures compliance with professional accounting standards, rules, regulations, and laws. Provides direction in facilitating the preparation of required and appropriate internal financial records and reports, as well as other financial reporting as may be required by federal, state, and local agencies.
- Prevents institutional liability in financial operations by facilitating the access of the independent auditors to requested records during the conduct of the College's annual audit.
- Ensures efficient and effective operation of the Procurement & Contracts Office (Purchasing) by overseeing procurement services, contracts management, property acquisition/disposition, and Central Receiving.
- Advises the President, senior College administration officers, and members of the Board of Trustees on issues relating to the financial status of the College by performing financial modeling, reporting financial information at Board of Trustees meetings, and by preparing reports, recommendations, findings, and other correspondence as required.
- Facilitates institutional governance by providing financial information and implementing the Board’s decisions through appropriate budgetary procedures and guidelines.
- Provides staff support to the Board of Trustees’ Investment Advisory Committee. In so doing, monitors and serves as the point of contact with the investment manager(s), as well as oversees development and updates to the investment policy and target asset allocation.
- Identifies and evaluates opportunities related to the issuance and/or refinancing of institutional debt. Responsible for analysis, compilation of materials, and leadership related to debt issuance.
- Facilitates an effective working relationship with State of Colorado officials, including the Department of Higher Education, by maintaining open channels of communication, facilitating an exchange of information on State requests, and implementing all relevant State policies regarding fiscal operations.
- Ensures that Financial Services has the resources necessary to provide financial information to support the academic program, such as preparation of financial reports and the development funding models that support innovation and growth.
- Reviews and revises Financial Services and other College policies and procedures to ensure they are current and timely, student centered, and in line with the College’s goals and objectives.
- Oversees and manages Financial Services related projects as applies to carrying out the strategic plan.
- Participates on and advises College committees, serving as the primary representative of Financial Services.
- Stays current in the financial field by reading relevant materials, developing professional contacts, attending professional development courses and/or training as appropriate.

- Maintains knowledge and awareness of digital accessibility including the American with Disabilities Act and Section 508.
- Produces and remediates digitally accessible materials in accordance with FLC standards.

Required Education, Specialized Skills and Experience:
- Bachelor’s Degree in Accounting, Finance or a related field.
- Six (6) or more years of progressively responsible financial and administrative experience
- Demonstrated ability to work cooperatively and collaboratively with colleagues and Governing Boards
- Proven experience as a financial manager in a related field
- Proven ability to manage and supervise staff
- Demonstrated analytical and organizational skills
- Capacity to be innovative and resourceful
- Willingness to embrace change
- Ability to effectively communicate ideas and information in written and oral formats
- Demonstrated expertise in spreadsheets and financial modeling, as well as proficiency with Microsoft programs including Excel and Microsoft 365
- A demonstrated commitment to diversity, equity, inclusion, and student success, as well as working with broadly diverse communities
Preferred Education, Specialized Skills and Experience:
- Advanced degree and professional certifications (MBA, Master of Accountancy, CPA, and/or Certified Management Accountant)
- Ten (10) or more years of appropriate experience in a higher education setting
Reports To / Supervisory Responsibility:
Position reports to the Chief Operating Officer/Vice President for Finance and Administration.
