Little Priest Tribal College (LPTC) is a regionally recognized, two-year college owned by the Winnebago Tribe of Nebraska.  The Winnebago Tribe is one of the five Tribal Nations based in the tri-state region of northeast Nebraska, northwest Iowa, and southeast South Dakota. LPTC was chartered in 1996 to meet the higher education needs of Native Americans within this tri-state area. LPTC provides two-year associate degrees and helps to prepare students to transfer and successfully complete a major at a four-year institution, while incorporating Native cultures and traditions into the programs of study.  Most of LPTC’s students are first-generation college students.

 

Purpose of Position:

LPTC is announcing a request for proposal (“RFP”) for a technical evaluator to evaluate and monitor the overall effectiveness of an NSF TCUP ICE-TI grant award (NSF Award No. 2052122) in collaboration with the project team within Little Priest Tribal College.  This will be a three-year contract for services for annual assessment and monitoring of attainment of project objectives and compliance with U.S. federal rules and regulations.

 

Qualifications:

Minimum of a master’s degree in higher education or a related discipline, and two years’ experience evaluating higher education or scientific programs/projects. 

 

Responsibilities:

Serve as the principal designer of the evaluation methods and tools and direct collection and gathering of data for analysis.  The Technical Evaluator will annually assess and monitor the project for compliance with U.S. federal rules and regulations, including allowable expenditures.  The technical evaluator will also gather and review evidence relating to the attainment of project objectives.

 

HOW TO APPLY:

In its proposal, Bidder shall submit, at minimum, Bidder’s credentials and qualifications; a brief summary of any prior experiences which make Bidder qualified to perform the Scope of Work; if Bidder is not an individual, the names and credentials and qualifications of the individuals who will be performing the Scope of Work; the Bidder’s ability to complete the Scope of Work within the timeline requested (see “Timeline” below); and billing rates and terms.

Timeline:

Bids shall be submitted no later than 5:00 p.m. on October 31st, 2021, to Manoj Patil, President, Little Priest Tribal College.

Little Priest Tribal College shall notify the successful bidder of the acceptance of the bid in writing.  Prior to performing any services, the successful bidder and the College President shall enter a contract for services, which will be negotiated and finalized after the bid has been awarded. 

Items under the Responsibilities related to completion of the evaluation and monitoring tasks shall be completed by the successful bidder annually, by July 15th of every year that the contract for services is active.
